halliburton's sweet deal

The New York Times reports that Cheney's old pals at Halliburton will receive tens of millions of dollars from the US government that usually would have been held back.
"In the rush that followed the American invasion of 2003, KBR [a Halliburton subsidiary] started work without the detailed agreements on scope and reasonable costs that are normally required, and it handed in nearly $2 billion in invoices that Pentagon auditors said lacked proper backup. Under federal rules, the government usually protects its interest in such cases by paying no more than 85 percent of invoices until costs are fully accounted for."
